REFEREE INFORMATION

PLAYER PASS & ROSTER REQUIREMENTS

 

Rule 208. 4  FYSA states: Laminated current passes with picture attached is required for any FYSA sanctioned GAME , TOURNAMENT OR CUP PLAY.

This rule applies to all leagues in the NFY and Region B-3 area which TRAVEL to play.

The rule includes all league games, including scrimmages that involve teams from other clubs playing one another that travel.  If the teams are playing at their home fields and they are travel Advanced, Select the requirement does not change.

Exception: Travel Recreational teams must have a stamped (RECREATIONAL) roster.

No player passes except teams above U-18 recreational must have passes.

Each team and player/coach must have the below listed items.

1. A current player pass which bears the signature of the DC/ADC, the player or coach      signature exactly as it is imprinted on the front of the card.

2. Photograph taken within the last (6) six months.

3. Pass will be laminated with clear plastic material, permanently affixing the player or      coaches picture to the pass.

4. An Official FYSA team roster signed by the DC or ADC.

NFY and the District Commissioner have advised FSR that they want referees to enforce the policy in area B-3 without any exceptions.

Referees do not have the option to accept or not to accept (teams/coaches/players) without either passes or rosters.  All traveling teams advanced, select must have both laminated passes with recent photo and a current roster signed by the DC or ADC.

The District Commissioner has advised that no club has  authority to alter this policy or

allow teams or a player to play that do not meet the listed requirements.

“NO EXCEPTIONS”

Referees will not work any games without these requirements being in order.

* FSR has stated that disciplinary action will be taken toward any referee that allows a player to play without a player pass that does not meet the above requirements.

Any game cancelled for this reason must have a report filed and submitted to the proper authority.

*Referees are reminded not to keep the player pass of any player who receives a red or yellow card; only verify the information for the game report and return it to the coach or team representative. This applies to coaches who are ejected from a game.

Submit the team roster for each team which receives a red card with the game report.

 

Players/coaches ejected(Red Card) for Referee Assault or Abuse: The pass will be kept and submitted with the game report for all NFY /Youth games.  Adult games submit all reports/pass to FSR in 48 hours. Notify the DRA and ARA of the incident.

**All referees should check the US Soccer web site FSR web site  for the current rules changes for the year 2005-2006.  These changes take effect on July 1, 2005.  The new rule changes will be discussed in detail at all the re-cert classes.
